These include a wind turbine at the top of the tower, which would generate power for lights, triple-glazed windows, and high-tech pumps to harness heat from underground water sources.
The tower is on the south-west edge of the St George Wharf development, which includes further housing, a hotel and retail and leisure elements.
The developer said the construction phase would create 300 jobs, and that it intended to encourage people in the area to work on the scheme.
The project team includes architect Broadway Malyan, services engineer Roger Preston & Partners and planning consultant Barton Willmore.
