It seems this chap may have misunderstood when told to take his bucket to the seaside in this safety blunder鈥�

鈥� and if that's the size of his bucket, what about the spade 鈥� or could it be that the fellow is simply attempting to survey or repair the sea wall? No, that would be a ludicrous way to do it.
