Taywood chief executive Iain Napier said Circadian, the joint-venture team comprising Taywood and developer Hutchison Whampoa, was working with the councils to resolve the issues.
He said: "Negotiations are progressing well and I have a reasonable level of confidence that we will resolve the situation by the end of April or in May next year."
Napier added that the project has the support of English Heritage and London mayor Ken Livingstone.
The riverside scheme covers 3.6 ha, providing almost 500 private homes and 9755 m2 of commercial space.
