Mayor鈥檚 design advisers said Fosters鈥 proposals failed the 鈥榳orld class architecture鈥 test
Heritage groups have applauded London mayor鈥檚 Sadiq Khan鈥檚 decision to use his planning powers to reject Foster & Partners鈥 controversial Tulip proposals.
Historic England and Tower of London manager Historic Royal Palaces both said this week鈥檚 letter directing the City of London to refuse consent for the 305m structure, proposed for a site next to Fosters鈥 Gherkin, was the correct choice for the capital.
City planners , drawn up for Gherkin owner Jacob J Safra, at a meeting in April. But the decision required Khan鈥檚 stamp of approval because of its scale, and Khan cited design and heritage impacts among his reasons for refusal.
Historic England chief executive Duncan Wilson appeared in person before the City of London鈥檚 planning and transportation committee to call for the Tulip to be rejected 鈥 only to see it approved by a margin of more than two-to-one. He said Khan鈥檚 decision was a relief.
鈥淲e have long been of the opinion that this is the wrong building in the wrong place,鈥 he said.
鈥淲e advised that its height and design 鈥 鈥 would cause permanent and irreversible damage to the setting of the Tower of London, and in turn, the image and identity of the capital.
鈥淭his building did not justify harming London鈥檚 precious and irreplaceable heritage.鈥
A spokesperson for the Tower of London added: 鈥淲e welcome the Mayor of London鈥檚 decision which supports our view that this proposal would be damaging to the setting of the Tower of London, the World Heritage site in our care.鈥
City of London planning officers had advised members of the authority鈥檚 planning and transportation committee to approve Fosters鈥 proposals, and a spokesperson said it stood by the decision.
鈥淭he committee carefully considered this application in detail before approving it in principle,鈥 they said.
鈥淚t was our judgement that the Tulip would play an important role in further realising a vision for the Square Mile as a vibrant 24-7 world-class destination and that this building would send a powerful message that London remains open to all.
鈥淲e note that the mayor was not able to agree with us on this occasion and thus he has directed us to refuse the application.鈥
Khan pulled no punches in his criticism of the Tulip鈥檚 heritage impact and design-quality. He said the tower 鈥渨ould not constitute the high standard of design required for a tall building in this location鈥 in a , who had spearheaded the recommendation to approve.
The that underpins Khan鈥檚 rejection concluded: 鈥淭he development would compromise the ability to appreciate the Outstanding Universal Value of the Tower of London World Heritage Site and would cause harm to the historic environment.
鈥淚t would cause harm to the character and composition of the existing tall building cluster, the wider skyline and image of London, and strategic views, as well as the public space surrounding the site.
鈥淭he public benefits of the scheme are limited and would not outweigh this harm.鈥
The report also included a 300-word section summarising the findings of design advisers on Khan鈥檚 London Review Panel. They concluded in April 鈥 after the City鈥檚 resolution to approve 鈥 that the Tulip did not represent 鈥渨orld class architecture鈥 and could not be supported because of its negative impacts. A statement issued on behalf of the Tulip project team said it was 鈥渄isappointed鈥 with Khan鈥檚 decision and indicated an appeal against Khan鈥檚 decision was not being ruled out.
鈥淭he Tulip will generate immediate and longer-term socio-economic benefits to London and the UK as a whole,鈥 the statement said.
鈥淲e will now take time to consider potential next steps for the Tulip project.鈥

The panel also felt that a building of this size and impact should be carbon neutral, and that the education strategy should be more ambitious, if this is a core justification for the height of the building.
Conclusion
The panel is unable to support the Tulip because it does not think it represents world class architecture, it lacks sufficient quality and quantity of public open space, and its social and environmental sustainability do not match the ambition of its height and impact on London鈥檚 skyline.
