The 47-storey tower on Bishopsgate in the City of London will feature a public restaurant and bar on the top floor.
Plans for the tower grew in the last week before its planning approval, when developer Heron Corporation resubmitted plans, adding four extra floors.
The developer hopes to begin construction on the tower in 2007.
