The government is considering allowing homeowners to carry out an environmental makeover of their homes that would be free at the point of delivery
Owners would pay for the improvements via a levy on their energy bill or council tax, making a net saving on their bills.
The plan, unveiled this week by the Department of Environment and Climate Change, would see contractors and fitters partnering with financial institutions to cover the capital costs.
If consumers moved home, the loan would stay with the property.
The government hopes the plans convince consumers to make enough energy improvements to their home to meet the 80% reduction of CO2 emissions from homes by 2050.
