Gillian Birkby (16 October, page 50) hits the nail on the head in berating public bodies for their unreasonably onerous appointment terms

The government professes to be doing all it can to assist the construction industry drag itself out of this recession. So how come, through its public bodies, it is unfairly dumping risk – and to a far greater extent than private clients – on a sector of the industry with so little bargaining power at present? Could the government be taking unfair advantage of the very recession through which it is promising to help the construction industry?
