It is estimated that the ground, which forms part of a £100m development masterplanned by Holder Mathias, could create 1500 jobs and 150 homes.
Arup, Davis Langdon & Everest and planning and environment consultant RPS have signed up for the project.
The 30,000-seat stadium, designed by Arup Sport, will have two tiers. Its capacity could be doubled by adding a third tier to the design. Hospitality areas, club offices, and conference facilities will also be included.
The plans provide space for retail outlets, an athletics stadium, a 150-bed hotel, a health club and a residential development.
The scheme, if approved, will take two-and-a-half years to complete.
